A 51-year-old man from Perth , Thanh Phan , has died after being struck by an e-scooter in the Perth CBD on Saturday night , May 31, 2025. The incident is alleged to have occurred under the influence of alcohol, with the rider, Alicia Kemp , a 24-year-old UK tourist , charged with causing death while driving dangerously under the influence .
The crash happened at the intersection of Murray and King Streets when Ms Kemp , who had been drinking since 2:30 pm , allegedly rode an e-scooter at 20–25 km/h —the maximum speed limit for rental scooters—and struck Mr Phan. He suffered head injuries and was taken to Royal Perth Hospital , where he underwent surgery for brain swelling but did not regain consciousness and later died.
Ms Kemp’s friend, a 26-year-old woman , was also injured in the collision and sustained a fracture after being thrown off the scooter. She has been charged with bodily harm due to her injuries.
The maximum penalty for the charges against Ms Kemp is 20 years’ imprisonment . She has been remanded in custody and will appear in court again on July 15, 2025 .
